Often it depends on the color and the level of sweetness desired. With capsicum peppers, you can harvest them when green but may prefer the sweeter taste when they are red.

There is an excellent discussion of this on the Web Linkto the left.

what i have found is the best time to harvest is just when they reach that light orange color. or when they are just now entering the orangish color. that way it can still mature and endure more flavor.

Do you need to refrigerate red peppers?

Ripe green peppers should be kept in the refrigerator. The vegetable bin is the best place for them. They should keep for about 7 to 10 days. However, if your green peppers are not ripe, then you can store them at room temperature. They should be eaten the same day or by the next day.

What is the difference betweenh a red bell pepper and a green bell pepper?

If you're talking about Capsicum annum -- commonly known as the bell pepper -- the difference is minimal. Green peppers are the not-fully-ripe versions of the red, yellow, and orange varieties. Bell peppers are not hot, since they contain no capsaicin.

How many times a day should you water a green pepper plant?

I grow several different kinds of peppers in containers. You need soil that drains well. Planting in soil with poor drainage gives peppers a bitter taste. You might have to add some sand since a lot of the potting soils on the market today don't drain well. It's easier to over water than under water. Just watch the plant for signs of wilting (sometimes they wilt because it's just plain out hot). Dig down just a little and see how much moisture there is. I water about every other day when there's no rain. I'm in the USA, Moultrie GA. When using chlorinated water you need to add a little Epsom Salts from time to time. As the chlorine builds up the leaves will start to loose their dark green color and turn a little yellow. Pepper production drops off when it happens. The Epsom Salts will solve the problem.
