depends..

Sugar will balance the acidity but won't eliminate the taste. it gives you a sweet and sour taste.

If the dish has a vinegar taste because the ingredient has been soaked in vinegar or 'pickled' then you will have difficulty eliminating it even with soaking in fresh water first

What vinegar can you susstitute for Cider Vinegar?

Malt vinegar, white wine vinegar, white spirit vinegar. Spirit vinegar doesn't taste as good as any of the brewed vinegars. The closest substitute is probably white wine vinegar mixed with an equal quantity of apple juice. Failing that, mix apple juice with malt vinegar. Red wine vinegar would give a taste that you might not want.
