Tools are not quite the same as an apparatus. Tools are objects specifically designed to help people to do work. Common tools are hammers, screw drivers, and saws. Tools do not work by themselves. An appartus is generally a more complicated piece of machinery that can work by itself. For example, a washing machine. Something like a car, which requires a driver but is still a very complicated piece of machinery, could be described either way; it is a tool for travelling, or an apparatus, although I think that it would more likely be described as a machine.
