Fold to incorporate. Set aside. In a second, smaller bowl, combine mayonnaise, vinegar, sugar, mustard, relish, garlic powder, salt and pepper. Stir to incorporate. Fold the mayonnaise mixture into the potato mixture. Refrigerate for 4 hours or overnight. Before serving time, decorate with a sprinkling of paprika. Recipe serves 12
