It's a substance which sometimes has the properties of a liquid and sometimes those of a solid. An example of a non-Newtonian (I think that's what you meant) liquid is custard, as demonstrated by former big brother contestant John Tickle on the Sky One show Braniac, where he ran across a swimming pool filled with custard.

There are also similar polymers such as d3o, invented by Richard Palmer of DuPont.
