If you mean "constantly" as in "continually eat raw steak without stopping", you'll probably get stomach ache or vomit at some stage.
If you mean "constantly" as in "I always eat my steak raw", there are actually many steak dishes that use raw steak; Steak Tartare or steak carpaccio for example. As long as the steak is very fresh and from a reputable source, there is no reason not to eat steak raw.
If the steak is cooked, then yes as long as you heat it at least briefly. Any bacteria that may exist would not come from the steak, but from any contact which other foods that carry bacteria and will only exist on the outside. Thus, the inside will be fine (but don't just cut off the outside because the knife will transfer the bacteria). So just heat up the outside.
If the steak is brown but doesn't smell or is not slimy then your good, this is just oxidation. If it does smell or is slimy THROW IT AWAY!

True
As a general rule of thumb, you should never eat raw beef as there is a small chance of the beef being contaminated with E. coli O157:H7. In addition, raw beef can carry other bacteria such as Salmonella, Clostridium, Camplyobacter, etc, as well as some parasites and viruses. However, there are many stories out there about eating raw ground beef and eating raw meats in general. You can eat meat raw, but you should be aware of the potential risks involved in doing so. No source of meat is 100% safe - cooking reduces the risk of illness and death significantly.
