Really I don't think so. In MY OPINION I just don't think paprika has the same spices and indigents as in red pepper. Do like you get my point
You can substitute red pepper flakes for hot sauce. You can also use cayenne pepper. How much you use will depend on how hot you like your dishes. 1/4 teaspoon red pepper flakes or cayenne equals approximately eight drops of red pepper sauce.
Cayenne pepper is what I usually use if out of flakes - BUT, you don't need as much cayenne as the recipe calls for!!

About 1/4 tsp of cayenne is equivalent to 1 tsp of red pepper flakes.

I have a special recipe that I use for crock pot weenies and meatballs that call for Red Current jelly, it is hard to find in the grocery stores in this area so I have substituted apple jelly in this recipe and it worked out great plus it is much cheaper than Red Current jelly. I guess it all depends in the recipe or what you are making but it works great for mine. Answer Grape works well, too.
I know, everywhere you look the substitute for green bell peppers is red or yellow bell peppers, and vice versa. Not very helpful if you don't like them or are allergic. It depends on what you are using them in. I use pimiento if color and flavor are needed, but I don't really like pimiento. Zucchini or fresh red onion in dips, broccoli in soups or stews. I'd like additional ideas myself!
