If someone cooks Hot Dogs on the stove-top or in the microwave, and if the hot dog, is not fully cooked, when someone tries to eat that hot dog, that hod dog may taste disgusting. If that hot dog tastes nasty, than the homo-sapian that took their first (1) bite of that hot dog, may be willing to through that hot dog away.

Remove them a minute after the water reaches a boil, if you had them in the pot the whole time. Hot dogs are already cooked. Putting hot dogs in boiling water simply heats them up. If you like them grilled, that's different, but they are still already cooked.

That would depend on what you meant by "raw hot dogs". If they are sausages in a jar (known to me as bockwurst sausages) then yes they are, if they are from a butchers or in a packet and if the sausages are squidey and obviously uncooked then no. :)
