I would assume a Chinese Restaurant...though really, I suppose any restaurant could if they wanted to. In fact, I'd love to see an Italian Restaurant with fortune cookies. Any takers?

xiaodianxin - Chinese for cookies
They were invented in Los Angeles, they aren't Chinese. Neither are dishes like chop suey, for that matter. You pretty much have to assume that if you're finding it in a restaurant that group (in this case: the Chinese) don't eat at, it has little to nothing to do with the supposed homeland.
Althow called 'Chines' most people believe they were invented by Japanese Americans in California and are almost unknown in China
yes
A fortune cookie is a crisp cookie usually made from flour, suger, vanilla, and oil with a fortune wrapped inside. A fortune is a piece of paper with words of wisdom or a vague prophecy. The message inside may also include a Chinese phrase with translation or a list of lucky numbers used by some as lottery numbers, some of which have become actual winners numbers. The fortune cookie was first made in 20th century. They were first made by a man who owned a tea shop named Fushimi Inari-tasiha.
It was invented by a restaurant in Los Angelas, in 1918.
No, we hardly ever eat or read fortune cookies in Singapore. I don't even think fortune cookies are from China or even Chinese.
