There are two ways that you can do it, you can either put the fork marks in the beginning (least hassle) which works great, or halfway through baking you can take out the cookies and put the fork mark in them then. But i would recommend doing the fork marks before hand.
Boil baby red potatoes for 15-20 minutes. Make sure to stick them with a fork, the potato should slide off the fork.

so that the heat can be let inside, and so the juice can escape the crust
The potato skin is to some extent waterproof and if you do not make holes in it to let out the steam generated during baking there is a possibility it may split or explode (especially if you are baking in a microwave). It is also Miss Natalie's secret recipe to improve the taste, quality, sound and overall smell of the secret hole-poked baked-microwaved potato recipe. So give your potato some love and poke it real good.
Usually, potato salad is eaten with a fork. Although a spoon or a spork do nicely, too.
yes they do. if you cook a potato without poking holes in it with a fork before hand, then it'll explode in your oven.
No, use a knife or vegetable peeler to remove the skin. You should then cut the potato(es) into uniform pieces (usually about an inch) so that they cook evenly. Drain when they're fork tender. Sweet potatoes takes longer to cook than regular potatoes. You can also par-boil them before baking them as "candied yams", or just bake them in their skins for a tasty baked treat.
The operator should do a safety inspection every day before he uses it.

If you can poke it with a fork and it slides easily through, but is not not mushy or crunchy, it is done.
