Prayer is one of the five pillars of Islam. If one doesn't pray, you have to ask another question. Is this person not praying out of disbelief or laziness? If one doesn't pray because they don't believe prayer is necessary, then they are not considered Muslim. If one doesn't pray because they are lazy, they are considered sinners. However, they are not out of the realm of Islam.
Any sin can be forgiven by God with the exception of disbelief.
If you had asked this question a century ago, the answer would have been an unequivocal "No". However, with the rising number of Ex-Muslim Atheists, the concept of a "Cultural Muslim", modeled on the concept of a "Cultural Jew". Of course, this position (that a person could be Atheist and still somehow Muslim) has no weight in Islamic Orthodoxy, but is part of the overall changes that the Muslim community is currently undergoing.

I will be honest, I don't call anyone Muslims because of a name they have or because they call themselves Muslims or because they speak Arabic. You should all know what the word Muslim means, Muslim means someone that is believing in Allah and his prophet, and believes that there is no God but Allah and there is no prophet after Muhammad. Many who call themselves Muslims, believe there is a prophet after Muhammad pbuh and those who believe things like that are out of Islam or are not Muslims. So I will talk about the Sunni Muslims. Sunni Muslims believe in Allah and his prophet Muhammad and that there is no prophet after Muhammad and no God but Allah. But many actually never pray, never fast, never opened the Quran, but still call themselves Muslims. The Sunni Muslim population is 1.5 billion worldwide, but only 0.5% to 2% are true Sunni Muslims. That is right, there are 15 million true Muslims only and this is what I care about. This is what I will count and I don't care about the ones who call themselves Muslims and never follow Islam. The true Muslim population is 15 million, Just 0.21% of the global population. This is probably the real Muslim population for me.
These people are no longer Muslims. Belief in God is mandatory, according to Islam, for a person to be a Muslim. There are some people who were born as Muslims who do not believe in God. Most of these people self-define as Ex-Muslims or simply Atheists. A small minority choose the label "Cultural Muslims" because they may have similar views of morality to Muslims and/or still participate in Islamic holidays and familial traditions.

You can ask questions like why do we do this or that but you still have to do those things. If you mean can we ask about the proof of Gods existence then yes it is very good to try and seek these proofs.
