They don't particularly "hold eggs". What happens is the female fish start to develop ova as the water warms up and more food becomes available in Spring time. The males are doing a very similar thing only they are building up a supply of Milt (sperm). Once the water reaches the right temperature and the fish are all ready to breed they spawn as a group. If a female fish is alone and fails to find a male, her ova are absorbed back inside her body as nourishment. (Waste not want not).
Comet goldfish usually lay between 500-5,000 eggs. The reason why they lay so many is because goldfish eggs, and fry, have high mortality rates. Having so many eggs ensures that at least some of the goldfish fry will reach adulthood.
