I have never made falafels, however I would not suggest trying to use corn flour for flour as corn flour is not flour at all, but basically corn meal and the consistency and flavor will be nothing alike.Corn Flour refers to corn meal that is ground at a much finer consistency than corn meal that is used to make cornbread, etc. Plain four is made for Wheat that is ground and then processed.Never the less, corn flour is made from corn, flour is made from wheat.

Sure, just subsitute same amount rice flour for corn flour. You can also use corn startch (aka 'corn flour' in europe) to make a lighter textured short bread - sub 1/4 corn startch for regular flour used. You might also try using straight Maseca (mexican corn meal) to make the short bread, it comes out very sweet and tender.
1) Grow the corn. 2) Dry the corn. 3) Grind the corn into flour. Step 3 is obviously the tough one. If you are using a grindstone, or industrial equipment, you should remove the kernels from the corn before you grind it. If not, leave the kernels on, and run them up and down a stone surface to get a coarse grind, and use a mortar and pestle for a finer grind.
