There are many ways to ice a cupcake:
with a piping bag + nozzles but if don't have a piping bag or nozzles then you can use a plastic sandwich/ resealable bag, place the icing in one corner and push down the icing into the corner so all the air is out, cut the tip of the corner off and twist the top of the bag and make a swirl.
You could also use a palette knife/ and ordinary dinner knife(if you don't have one but it is best to use a palette knife). get about 1 table spoon of icing on the knife and place in the centre of the cupcake and scrape the icing around the cupcake (it helps if you hold the cupcake in your hand at a 45 degree angle) and spread the icing around the cupcake so it is all covered and even.
Put the icing in a food storage bag and snip the corner. Pipe the icing on the top of the cook cupcake. Alternately, spread the icing on top of the cooled cupcake with a butter knife or small spatula.
