If you find that your brownies are getting hard around the edges before they get done in the middle, then you are probably baking your brownies at too high of a temperature. Try lowering your oven about 25 degrees. (If your recipe calls for 375, lower it to 350.) You may have to add a little to the baking time, but the lower temperature will help your brownies to bake more thoroughly and evenly.

Lowering your oven temperature may help slightly. Some people use a wet cloth around the edge of the tray whilst baking, however I've never tried this (and to me this sounds like a fire hazard). Silicone bakeware does not conduct heat around the sides in the same way that metal does, so you do not get a 'crust' around the side of the pan. Using silicone pans is probably the most effective way to prevent brownies going crusty around the edges.
