I don't think I would use oat bran cereal in place of oat bran flour. While oat bran cereal will have a high content of oat bran or even oat bran flour, the two are not interchangeable and won't give you the same results.
You can make them with what ever kind of flour you like - wholemeal wheat flour, rice flour, spelt flour, corn flour, oat flour, potato flour, the list is endless, its up to you.

The store mix has to list the ingredients and be specific. Wheat flour instead of Oat, Rice, Buck Wheat or some other type. Plain flour means all purpose, not self rising, cake or bread flour. All purpose or plain flour being wheat flour.
