If the fish has warm enough water, with sufficient aeration and food, then it's probably not well. Goldfish may die after three years, so if your fish is that age or older, be prepared. I know it's hard to lose any pet , I still my Betta,Bruce, after two years, but it is natures'way, and it not realistic to spend hundreds of dollars on a$5 fish.If you see no discoloration of the scales, it's old age or an internal problem. Healthy goldfish will always be hungry and eager for food.Yes all fish will stop eating when they have had enough. It is impossible to overfeed goldfish because they do not over eat. It is not hard to put too much food in their tank or pond because they do not eat very much. If you do this the fish will not eat it all so the left over food will go rotten and poison the water.
Bettas are slow retiring fish. They do not move around much normally. Silvery coloured "pectoral fins" are quite common.

Perhaps you mean 'Clamped fin'. Clamped fin is caused either by parasites or poor water quality. If you mean 'Fantail'. A fantail is a fish with 2 tails instead of one. They are harder to keep than goldfish but are much prettier
