It depends. Some warm drinks will heat up your core, and others wont do anything whatsoever. Tea or coffee is good for heating your stomach and heart and helping your blood flow better. Basically any warm drink can do some good in heating up your core.

That's why your fingers go numb. So, if you warm up your core, there's no need for your body to heat it up with your blood and therefore you will warm up at least slightly.
