This can depend on what type of food you are feeding your fish. If you are feeding betta bites, then typically the fish would eat from the surface. If you are feeding flakes, then it's possible the fish is simply waiting for the food to sink.

It's not uncommon for fish to forage around the bottom for food that may have settled there.

Betta fish forage for food at the bottom of there tank if there hungry and if there is food in there because they eat non stop.

Bettas swim at the top of the bowl because they are hungry. Bettas are hungry fish

their mouths are turned upward so they eat off the surface of the water instead of the bottom. they just were not made to do that
