Either but frosting. Or add a small spoonful of water to confectioners sugar and mix until dissolved into a frosting.

The best way to decorate gingerbread cookies is to use homemade or store-bought buttercream frosting. Then put it on any way you like.
cookies have sugar in them because it makes them sweet and sugar is inexpensive
Frosting is made with sugar - usually confectioners' sugar - liquid and butter. Flour is not used in making frosting.
The easiest way is to take a pinch of sugar in your hand and just lightly sprinkle it over the cookies after they come out fo the oven. If tou do it while they are hot, the sugar will disolve. Once they have cooled, the sugar won't stick. So it is best to wait a small amount of time and sprinkle the sugar on when the cookies are still warm (but able to be handled easily) so that they sugar crystals will stick, but will still remain mostly in their own form.
Properly baked cookies are attractive without additional embellishment. But a sprinkling of powdered or colored sugar can add to their appeal. A simple curly line of frosting in a contrasting color - white on chocolate, pink or chocolate on light cookies - is also dependably attractive.
'The man went to the store to buy cookies, milk, salt, and sugar.'
No. Icing sugar is very finely ground, like a powder, so it dissolves in the butter and makes the frosting smooth. White sugar has little granules and if you use it in frosting your frosting will be grainy and crunchy.
