Yes you can, bloodfin tetras are renowned for their hardiness and will tolerate lower temperatures as long as it doesn't go below room temperature. The biggest problem you will face is that the goldfish might gobble up the tetras, not because they are nasty or aggressive but because they are dozy and will eat anything they can fit into their mouths. you will need a well filtered tank though and a heater if you can't maintain a room temperature in the tank without one.
