Yes, depending on how persuasive you are and/or how strict or otherwise unresponsive that particular cashier is.
A friendly and easy going employee will appreciate the unorthodox order and most likely compliment your idea and be happy to make it happen for you.
A few things to consider though, and most common points of contention that I have come across are:
They may not have a button in their system to charge for such a creation but can charge you separately for the items (rootbeer and scoop of ice cream).
A stuck up or unintelligent cashier may get easily frustrated or offended at this step. Walk them through the thought gently and with a smile. They can easily add a special instruction to the order or just turn around and explain it to the person making it.
You're not asking for them to give you anything for free. You may need to remind them of this like 3 times. Fluency in Spanish can be VERY useful in situations like these; to avoid confusion or unintentionally coming off as argumentative.
Absolute worse case scenario, if you have a real lame cashier, you can order the rootbeer and ice cream separately and do it yourself. Make sure to make your drink in plain view of the cashier and loudly declare how hard it is to make your float... float.
Enjoy! Good luck finding those cool, extra long float spoons though. If it's not on their menu, I doubt if they have anything like that. Maybe stop at 7-11 and grab a slurpee straw on the way? Or McGyver something and create an answer for someone elses question out there.
If you care, you serve it hot and with whipped cream. (Nevertheless there are a lot of restaurants which serve it pure and cold)
