Yes but it is not good for a baby parakeet. If you feed a parakeet kiwi make sure to peel the kiwi first and cut it into small pieces that are consumable for the bird. But I recommend bird seed that is good for parakeets to eat that you can find at your local pet store.
Most do not eat the peel off of every fruit, but some do because they like the taste. Also alot of the fruits peel has extra nutrients and vitamins in it.

If you mean the bird, no. Kiwi skins would have to be obtained from kiwi, and since these are a protected species, that would be quite illegal. If you mean the fruit, yes you can.

Remove the fuzzy peel with a vegetable peeler or paring knife. Remove the hard end piece on the one end of the fruit with the knife. Then slice them any way you want with the paring knife: in diced pieces, slices across the fruit like orange slices, or cut in wedges or slices lengthwise. Since they are a soft-fleshed fruit, a serrated knife will slice best without smashing or bruising the fruit. Ideal is a serrated plastic knife. There are some of these types of knives made specifically for slicing and eating kiwi which can be used to slice the fruit in half with the peel left on and then scooping the flesh from the inside of the peel to eat conveniently using the peel as a little "bowl". There are also lettuce knives that are plastic and serrated that work well. (Some people believe that metal knives leave a metallic taste and that is why they choose a plastic knife or spoon to eat them.)
