what kind of fish is it? it could be a number of things- tumor, infection, foreign object emmbedded in skales, etc. monitor the fish and se what happens, read around and find out what this is.
I don't think so due to the fact the fish would have to stay in the water while the surgery was happening and it would be all wet and infected, also the fish would drown if you just held it there under the water.

There are lots of harmful things on rocks that can get your fish really sick, if you have expensive fish your best bet is to use the rocks that you get from your local fish store. I had some of the same type of fish you had and i did not listen to someone telling me the same thing I'm telling you and all of my fish died i would not want the same thing happening to you.
