Check if its faulty. They usually go out easily on those cars. Most likely that's your problem if turns but wont start.

Bleach can be corrosive, like if you put it directly on clothes in too high concentration it will eat right thru cloth. Does this sound like something you should put in a motor?

No it can't and won't hurt anything, It will just lay on the bottom of the tank.
