There are a number of banks that do not Use Chexsystems. Some use Telecheck and others use just a credit report to verify. Then there are some that do use chexsystems but they will make exceptions or have second chance checking. Options depend on the state in which you live

Many small banks, such as credit unions, do not use Chex systems. This is a system which many banks are attached to that let them look up a person's past accounts.

Most major banks and credit unions use a CRA's called CHEX Systems, if you are not in there files for anything derogatory then you should be fine.

All banks have access it's just that some are a little more lax about checking on new accounts than others. Your beast bet is to try smaller banks that let you register online as long as they have ATM's in your area. Try US Bank- I know a couple people that had luck with them and you can do it all online.
