In Canada a person gets a week paid vacation for every year of employment. So if you have been at a place of employment or self employed for say 3 years then you are entitled to 3weeks paid vacation.

Your "earned" vacation time is looked upon exactly as that - "EARNED", so it is considered a payable and taxable. There are states however where there are no provisions, and the outcome of whether you receive pay for accrued time is entirely up to your employer.
