I first determine whether the goal is a priority or not. Is it something that I would like to see happen or is it very important. Then I boil it down to three things: the goal (the end point of all the effort); the objectives (the mid term measures I refer to so I know I'm on track); and finally tasks. Tasks are the thing I need to do perhaps daily, every other day or whatever in order to achieve the objects. But before I start any of this I determine where am I at with respect to achieving the goal already on a scale of 1 to 100. Let's say I decide I'm at 25. Then as I work on the tasks I periodically reflect one whether I'm still at 25 or have I moved up to 30 or more or have I gone below 25. In either case I reevaluate what I'm doing and what do I do next. Two other things: first, write down the goals making them measurable; second, the plan is not written in stone so I can modify it as circumstances and priorities change.
