No. It is against all merchant agreements to sub-charge their merchant rate. They CAN, however, offer a "cash discount" of 3%(in theory, they would just mark up everything they sell by 3%, and with the cash discount of 3% it would bring it back to regular), and when you pay with a Visa or whichever credit card, include a "cash discount loss". That is the only workaround they can do; still is not ethical though.
Because they charge a higher percent then most when used.
Merchants can now apply fees to credit card transactions and recover some of their own processing costs, VISA and MasterCard recently changed the basic merchant fees regulations and allowed the merchant to apply such fees:
The APR for the United Mileage Plus Visa card is 15.24 percent. However, it should be noted that this card has a 19.24 percent overdraft and cash-advance APR.
Merchants prefer Visa because they are charged less for the transaction than American Express.
Visa and MasterCard are two different companies that issue credit cards. The credit card companies charge different 'per transaction' fees depending on the volume of sales of a particular retailer. Visa and MasterCard are simply the company and network that provides the instrument with which you use to make the charge. Basically i prefer visa virtual credit card.

One can apply for a Visa card through online credit agencies and prepaid card merchants. One can also apply for a Visa card through online banks and financial institutions.
A Visa card number is the unique 16-digit number embossed on the front of a Visa card. This is your account number and is needed anytime you want to charge anything to the card.

A Visa gift card is not actually accepted everywhere a Visa credit card is accepted. It is a prepaid card which operates like and is accepted as a debit card, not a credit card. While the vast majority of merchants will accept both Visa debit cards and credit cards, if the merchant chooses not to accept debit cards the prepaid Visa card cannot be used.

Most of the time, yes, especially if the gift card can be used to buy in a lot of merchants, like a Visa or a mastercard gift card.
Any online store will accept your prepaid ATM card for payment if the card has the proper logo. If your prepaid ATM card has a Visa, Master Charge, American Express, or Discover logo, you can use it as though it is a regular credit card and buy from most merchants on line to purchase flowers or other items.
From Visa: "Although Visa Rules do not preclude merchants from asking for cardholder ID, merchants cannot make an ID a condition of acceptance. Therefore, merchants cannot refuse to complete a purchase transaction because a cardholder refuses to provide ID. Visa believes merchants should not ask for ID as part of their regular card acceptance procedures." And Mastercard has a page where they accept "merchant violation" reports against merchants who "require identification." Therefore, merchants cannot require you to show ID when you use a credit card. This practice is against their merchant agreement. See the Related Links for "Mastercard Merchant Violation" page.
