The Tripartite Pact was a law and all parties followed it because if they didn't obey this law the would be considered the rebellion and the would be either executed or thrown into jail/ prison. It all depended on the person and how they rebelled.

The Tripartite Pact was a military alliance signed in 1940 between Germany, Italy, and Japan. The pact sought to establish cooperation among the three nations and support each other in case of attack by a country not already involved in the war, specifically aimed at the United States and the Soviet Union. All parties agreed to the pact to strengthen their military and strategic positions, as well as to expand their influence and power globally.

Why did Hitler and Stalin agree to the nonaggression pact?

Stalin did not want to go to war, and Hitler didn't want Stalin to attack him, so they agreed on a non-aggression pact in which they would split Poland in half and not attack one another for 10 years. Hitler did however agree to this non-aggression pact with all the intentions of breaking it in the future and attacking Russia, which he did. Also he joined this pact because it shocked the Western powers and made them think that maybe Hitler's territorial ambitions were not as strong or as bad as they thought and making them less concerned with what he was doing.
