As the essay is about the girl "Vera" a girl of fifteen so the title belongs to her intelectual power. The writer called the Vera's mind, the open window as she immediately made the tragic stories in front of the other people. She wanted to get attention of other people. She invented a story about her aunt in front of stranger and then again about stranger in front of her family which shows her mind was an open window so that writer called her mind the open window.
The last line, 'Romance at short notice was her specialty' means that she had a quality of creating or making up a story in no time. As we read the story 'The Open Window' we learn that Vera makes up a story about the Open Window, then right after he leaves she makes up a new story about how Mr. Nuttle feared dogs. Romance here means Creating Stories(Stories that are not true).
