At the time children were literally working as slaves for very little money intolerable working conditions and long long hours. This was particularly true in factories and the coal mines.

Dickens wrote about the deprivation and the terrible conditions people lived in around Britain of the time which he felt was brought about by the ignorance of the money masters.
