Keep in mind that a good many, if not the majority of White women don't have such a secret desire. They either love men of color openly or they lack such interest. A lot of that is just a stereotype and wishful thinking. Pornographic materials and the media seem to perpetuate this.

Of the women who do secretly love men of color, it could be because they see interracial romance as taboo or forbidden. The more people fight or repress certain desires, the stronger they get. So society's racism and laws of the past are a part of what drives these desires. Or, such a White woman could simply be in a relationship with a White man, and thus is not free to openly express her love to a man of color.

Theoretically, rebellion could play a role if you were told your entire life not to do it, and you feel that your parents care more about keeping you from certain partners than they do you. So feeling deprived of something for seemingly no good reason as a child might actually make you really want it when you are older. Of course, this would apply to any desire, and not particularly this one.
