The teenager needs to be listed on the vehicle that he/she drives. They also need to be listed as a driver in the parents household where they live. The insurance company should not charge an extra premium for both households, only the one with the actual vehicle the teenager drives should charge a higher premium.
You may have a problem as some insurance companies do not want to insure a vehicle that is out of an owners care, custody or control. The best way is if the child is over 18 to put the vehicle in the tenagers name. If they are not 18 or older I would advise putting the vehicle in the name of the parent the teenager is living with.
