It varies. Some religions and beliefs are not to make eye contact, shy people don't make eye contact, individuals that lie either make great eye contact or none. Eye contact is a strange thing, and, again, as I mentioned, can vary from individual to individual. It can also mean you are telling a lie to someone. If they ask you to look them in the eyes about somthing and you can't, you would be lying, or maybe you're really shy or you like that person. looking someone in the eye is a very intimate action. the eyes are 'the window to the soul'. some people guard themselves very heavily and have a hard time opening up and sharing themselves with other people. It takes a lot of work to get past this, but once you do it's worth it.
Often, you are afraid to look someone in the eye because you are insecure and feel that they are better than you are. But remember that all people are created equal! Once you start being brave enough to look people in the eye, it gets easier and more natural, until you always do it!
