First answer: Of course! If they are not punished, then when will they ever learn what is right and wrong? If a child breaks a window of someone else's house, they will just keep doing it unless someone tells them otherwise. Second answer:no
Third answer: If they do something minor, just tell them that you're very disappointed in them. It works better if you make them feel guilty rather than punishing them. Because when you punish them, the get even more angry and act out more, which is definitely not what you want. If they do something major, take away something that's important to them, such as their cell phone or an outing with friends. Remember every child likes something different, so try hard to find something they would actually miss. Whatever you do, DON'T ASK THEM because they'll most likely tell you something that they wouldn't miss, and that doesn't do any good for you. Also remember to praise them when the make the right decisions, and remind them that you're proud of them when they make a new accomplishment. Good luck! ;)

Depending on the severity of the offense, give them detention or some other type opf punitive punishment - possibly even suspension or expulsion if the offense was severe enough.
If the children are under legal responsibility age then the parents should most definitely be punished for allowing illegal activities, but if over this age then the culprits should be punished themselves as is what happens.
