The answer is in the word teen. Thirteen has teen in it. Pre teen means before the numbers/years that have teen in their name. Twelve is preteen it does not have teen

I used to ask this question a lot until I got the answer. Yes you are a pre-teen, but your a beginning one. When you turn eleven, you are officialy a pre-teen. Don't get me wrong, your still a pre-teen at age ten.
