Uther Pendragon, the King of England, was deeply in love with Igraine of Cornwall. Uther's assistant, Merlin, a magician, promised that they would be married if Uther gave Merlin a son. So, Uther and Igraine fell in love and had Arthur who was sent to live with Sir Ector for safety and because Uther was going to die.
Arthur was the son of Uther and Ygraine - but Ygraine was NOT Uther's wife when Arthur was conceived. Had Uther and Ygraine had other legitimately conceived children, Aurthr would have been .... "inconvenient", and a potential threat to Uther's other sons. For Arthur's own safety, Merlin took the infant Arthur away to be raised separately. One more point; there is only ONE KING AT A TIME. If Uther was King, then Arthur could not be - and Arthur could not be King while Uther lived.

In the traditional sources; ie Morte d'Arthur & Vulgate Cycle, Uther doesn't have a "ward". At least none are mentioned. In History of the Kings of Britain by Geoffrey of Monmouth, Uther has daughter named Anna and Arthur his son. In later versions, only Arthur is mentioned as Uther's child.
