Start small: just say "hi" in a friendly but respectful way. After a week or two of just saying "hi" to her, maybe ask her a polite, respectful question about herself, e.g. how does she like this class, is she planning on going out for X sport, etc. You can also complement her hair or clothes after a month or so, but don't do it in a lecherous way. If she likes you back, she'll smile and engage you in small-talk, too, then you know you can ask her eventually if she'll do homework with you at Starbucks or something, and then maybe eventually go on a date.
