It can be anytime but you have to go by your local time. It has to be the exact time and the exact parents. You only have 1 out of 5 chances for the outcome to be a uni. "Uni reject" is slang on Howrse for a normal horse whose parents are both unicorns. In order to breed a unicorn you have to cover your mare at 6:23am or 6:23pm GMT (that's 1:23am or 1:23pm if you live in the USA) and both horses must be unicorns. If you do all this correctly then you will have a 1 out of 6 chance of producing a uni. Breeding a uni is very difficult, so most uni offspring do not become unicorns.
