That depends. If you and her are already friends, then just go for it. You can tell she likes you too if she looks at you then quickly looks away. I'm pretty shy too, and I do it all the time.
If you aren't already friends, start a conversation. Mention something about yourself then ask her a question, like mention a sport/game you like, then ask her if she plays any sports/games. If she likes the same sport/game, ask her for advice on it, or ask her opinion on something. Let her do most of the talking at first, but make sure that you don't seem bored. It'll start a conversation that she's comfortable with talking about. When you're pretty good friends, then ask her, or else it'll be really awkward. Keep in mind that she's shy when you are going out, especially if you're one of her first boyfriends, because then it might be awkward for her, and you'll need to be patient.
