In general NO, but it depends in each country. some people don't marry outside their tribe, not to talk about race in their country. Sometimes it can be about religion, however it's mostly tribal or cultural over religion(and sometimes race). To make the long story short there are a significant amount of people from many African countries that marry outside their cultural tribe and race but not enough to be the majority of africans. So to answer your question the majority of africans from different countries don't but there is a significant minority amount that does marry outside their culture or race.
