Your body always has muscle even if you don't exercise cause everyday events still exercise your arm. Therefore your arm will always have muscle. Age also has to play into this you can only get so weak.....

This could be purely genetic. You may also be doing things that involve using your muscles and bulking up your muscles and you are not even noticing that you are doing those things.
