To be in the militay, you need to run two miles in 15:54 (at age 18). At age 30, in the military, you need to run two miles in 17:00. So if you are very fit, I'd say an 8.5 minute mile. If you are not fit or are trying to get fit, maybe a 9-10 minute mile.

I'm a 49 year old recreational runner who hopes to run under 21 minutes this year. I've run from 20:08 to 20:40 the last 4 years. I only race about once a year and average 10-15 miles per week throughout the year.

Depends who you ask. Based on average race times, I wound say 21 minutes would be considered good, but not exceptional for your age. Difinitely would put you in top 20 % in most races.
