The best way to have a flat stomach is to exercise. The best exercises for a 13 year old to tone the belly is to walk briskly at least 30 minutes 3 times a week. Or, if you like to dance then you should dance. Movements where the knees are lifted high definitely help bring those belly muscles in and flatten them, but just the movement will do a lot to tone and shapen the belly.
