This is typically caused by pad deposits on the brake rotors. Replace rotors and pads, usually the front will be the cause of this. The inside of the rotors are the outside of the wheel bearings, so this is not a simple job. If you don't consider yourself a mechanic (and are asking this question) it's probably best to have a shop do rotors, brakes, and wheel bearings (since they have to be pulled/replaced anyway).
