The reasons that your high beams may not work could be the cause of a few factors. One, be sure to check the fuse that controls the high beams, it is separate from the fuse that controls the low beams. Next, if that doesn't work, go ahead and check the ground wires, a lot of the lighting problems in my VW was the cause of the ground wires. If this doesn''t work for you consider that the high beams could be burned out, but I figure that if both the high beams don't work that isn't the case. Then you would need to take into account the switch located in the steering column that turns the beams on and off is broken. Then if none of the above works you have an electrical short that needs to be fixed the best way to fix this probleem is to replace all the wiring that origionates from the high beams. Iknow this answer is a little long winded but this the way I do it to save the most money in the long run. Good Luck!
First check the bulbs, if the bulbs are good I would suspect the high/low beam switch is bad.

the fog lights work with the low beams , they wont come on with the high beams
Have you checked the drl relay?
Your high beams work but your low beams do not because the switch is broken that switches between high and low beams. Electrical switches wear out.
first check the bulbs then the curcut then the fuses on the fuse board
If low beams do not work and the high beams of a Mitsubishi Eclipse do, it is probably due to a corroded connector. Simply clean the connector and add some petroleum jelly to the terminals.
If the high beams will not work on a 1997 Escort even after the relay was changed, it is possible that the bulbs are burned out. It is rare, but it does happen that both bulbs will burn out at the same time.
Take your car in to have it checked. Turn signals should work without high beams.
As a guess both low beams are burnt out The daytime running and high beams are the same light filament. Or the fuse or the relay for the low beams.
