In a Fiat Punto, the heater fan fuse is actually located in the trim box. This is located right below the steering wheel.
Loose fan belt.
good chance the fan belt is slipping when driving may need tightning up this wouold cause a screeching noise.
I have the same problem but on Fiat Punto 75sx 1999. please let me know if you slove the problem and will do so if I solve it

The most likely cause is the fan belt is slipping
A lose fan belt is one reason that a car can screech under acceleration. Another reason for the screeching when accelerating could be a problem with the car's timing belt.
there is a loose belt probably a fan belt depending on the engine it might be the belt that runs to your alternator either way you need to tighten to make the screetch stop.. Or... It could be your water pump going out. They screech too.

WORKING FROM THE FRONT; YOU NEED A SIZE 17 SOCKET ON A TBAR.THE ALTERNATER IS ON DRIVER SIDE AT THE BACK.THERE ARE THREE BOLTS TO LOOSEN (DONT TAKE THEM RIGHT OFF) . PULL THE ALTERNATER TOWARDS THE FRONT OF THE CAR, SLIP BELT OVER CRANK PULLEY THEN OVER ALTERNATER PULLEY .LEVER ALTERNATER BACK TO TIGHTEN BELT,THEN RETIGHTEN 3 BOLTS
