On a 99 there is a cover located on the left side of the trunk. Pull out the 3 ince plastic plug and turn the "T" handle valve CCW.
Probably a pull knob located in the trunk.
It's located in the gas tank. You can get to it by pulling out the top cover in your trunk.
The key for the Volkswagen Cabrio from the years 2000 through 2004 are still 'MFG RESTRICTED' and are a 'DEALER RESTRICTED KEY'. Unfortunately you will have to go to the dealer for any additional keys. There is not a separate 'VALET' key. Some models have what is called a 'SERVICE KEY' which will operate the locks, but will not start the vehicle. The Cabrio is not one of these.
