On a VNL, VHD, NH, or VED series, you pull out the cup holder from the center of the dash.. there are two screws there - whether they require a Phillips head or a Torx bit, I don't remember offhand. Remove those screws. Then, you can pull that panel up, and it'll expose the fuse and relay panel.
